There was a reserve army referred to as Landeschutzen Division which was equivalent to the American National Guard or the British Territorial Army. During war these were mobilized into the regular German Army structure and depending on the age of the NCO's and Officers and the ratio of younger enlisted men would be assigner to front. Some divisions were used as security or garrison divisions others are reinforced with younger recruits and Officers from the active army and used as front line fighting divisions.
